About the Directive on the Prevention of Major Accidents
"Yenikoy-Kemerkoy Thermal Power Plants, which have been operating since 1986, currently provide about 2% of the energy consumed in our country with an installed capacity of 1070 MW, as well as serve as the main power generation and distribution center of all Mugla regions and districts, an extremely vital task on behalf of our country and the region.
Yeniköy Kemerköy Thermal Power Plants were included in the scope and program of privatization on 26.08.2013. It was privatized by the decision of the Supreme Council of Privatization dated 07.08.2014 and was taken over by our company at a cost of US$ 2.671 billion. The raw material needs of these power plants, the energy source of which is domestic coal, are met from the coal basin in the region.
A chemical declaration of our institution was made using the BEKRA Notification System located within the Environmental Information System, a software portal of the Ministry of Environment and Urbanization. 7 Of the Regulation entitled “Notification” on the Prevention of Major Industrial Accidents and the Reduction of Their Impact. In the declaration made in accordance with the Article, it was determined that YK Energy is a high-level organization. Thus, the same regulation No. 11.within the scope of the article, the safety report has been prepared for our enterprises.
Our plants and major industrial accidents prevention and mitigation of QOL shall be subject to the provisions of the regulation on chemicals and stored in sultry(inert), oxidizing, flammable, highly flammable, noxious, corrosive chemicals and environmental harmfulness to the category of the named location. The names and properties of hazardous chemicals are mentioned in regulation 6.as requested in the article, it is specified in the ‘Hazardous Material Intervention Card'. Hazardous Materials Response Cards have been sent to the provincial disaster and emergency department, provincial health directorate, affiliated municipal and/or fire department as a recommendation to the emergency services in case of a major accident. In case of changes in the information on this card, our company will reorganize it according to the current situation within one month following the change and send it to the relevant institutions and organizations.
Preventive and limiting safety measures have been taken for major accidents, which were adopted within the scope of the Regulation on the Prevention of Major Industrial Accidents and Reducing their Impact for our YK Power Plants. These measures within the scope of the control of major accidents related to all kinds of Design (Standards Compliance), Basic process control systems (safety valves, etc.), Process Alarms (level alarm, pressure alarm, temperature alarm, etc.) Physical Guards (tank pool, etc.), Fire Extinguishing and Gas Detection Systems were used.
YK has prepared an Emergency Plan for our Power Plants in order to carry out the correct and timely response in case of a major accident, and exercises are conducted at certain periods. According to the content of the scenario created in the organization, the Emergency Services, which are supposed to take part in the accident response, are asked to participate in the exercise by effectively communicating with the institutions and organizations providing fire and ambulance services. In this way, it is ensured that key stakeholders get to know our facilities so that they can provide the necessary support in the most appropriate way before any emergency assistance needs.
YK Energy will continue to communicate and exchange information with Emergency Service Units, Provincial Disaster and Emergency Departments, Provincial Directorate of Environment as external support for the creation and maintenance of the concept of advanced security for our enterprises and will continue to exchange information.
YK Energy takes the necessary measures to ensure a high level, effective and continuous protection in order to prevent major industrial accidents and minimize the damage to people and the environment of possible accidents in our enterprises.
